J. Dante O. Tinga

CHAIRMAN OF THE BOARD

A jurist (retired justice of the Supreme Court), an educator (former College of law Dean of PUP and current College of law Dean of UE), a legislator (3-termer Congressman), and decades of law practice, Dante O. Tinga brings a wealth of experience that is difficult to match – particularly in the field of energy, transportation, franchise, corporation law, and taxation. He finished his Law degree Magna cum Laude in 1960 and subsequently passed the Bar with flying colors. For his achievements, his alma mater honored him as Most Outstanding Alumnus in 2006.

Dr. Primitivo C. Cal

VICE CHAIRMAN

After earning his academic and working credentials abroad, Prim Cal came back to the Philippines as a Balik-Scientist in 1977 and proceeded to manage the Metro Cebu Land Use and Transport project for his beloved Cebu province. He blends his expertise as a civil engineer (PhD in Transportation Planning from University of Dundee) and a lawyer (passed the bar in 1989) in his current passion as Construction Arbitrator of the CIAP. He served as Undersecretary of Transportation in the Department of Transportation and Communications from 1993-98, Professor in the UP School of Urban and Regional Planning from 1977-2009, and past President of the Philippine Institute of Civil Engineers (2005) and of the Eastern Asia Society for Transportation Studies (1997-2003), as well as Director of the National Reinsurance Corporation of the Philippines.

Rene S. Santiago

PRESIDENT

His unique combination of planning and venture management experiences, in the public and private sectors, honed his expertise in planning and formulation of infrastructure projects – especially in the transportation field. In the last two decades, he has “re-imagined today’s transport on tomorrow’s canvass” via many consulting projects for the Asian Development Bank, World Bank, and other multilateral institutions in the Philippines, Vietnam and Indonesia. Mr. Santiago is a recipient of 3 distinguished awards from his peers, finished his Civil Engineering cum laude (from the University of the Philippines) plus post-graduate training abroad (e.g., AIT, EDI, MIT). He has authored several technical papers that were presented before local and international forums. 

Jose P.E. Malonzo

DIRECTOR

Educated in human relations, but honed his expertise in financial marketing (with Sun Life Canada, Mint Financial and Philam Financial Advisory) and business account management (for Tellic Communications and InternetXt Group, Jopons is currently involved in the advocacy activities of the Buhay Party List.

Rufino A. Mijares

TREASURER

A risk management practitioner who likes to weave his expertise quietly and behind-the-scenes, Boy Mijares is probably the guy behind innovative risk covers that had been written for complex and mega-projects in the country that are acceptable to underwriters.  His provincial origins (a product of Silliman University (cum laude) and read law at the University of San Carlos) mask his international reputation involving bilateral and multilateral official development assistance agencies and project(s) private financed initiatives.  He likewise, served as Director in various local and multinational construction, shipping, consulting, trading companies and schools.

Gregorio M. Batiller Jr.

CORPORATE SECRETARY

Atty. Batiller took his Law degree from Ateneo de Manila University and subsequently topped the bar exams in 1977.  A consistent class Valedictorian from primary years until his University studies. He is a partner of the Gonzales Batiller David Leabres Reyes and Associates Law Office.
